New legal extension for the issuance of the Electronic Customs Value Manifest (eMV)
In December 2025, BDO Mexico launched a bulletin for our clients informing them that the transmission of the Electronic Customs Value Manifest (eMV) could come into effect on April 1st, 2026.
However, on March 30th, 2026, the Tax Administration Service (SAT by its acronym in Spanish) published in the Official Gazette the first amendment to the General Foreign Trade Regulations of 2026, announcing a new extension of the eMV entry on June 1st, 2026.
This announcement gives all importers of goods the option, until now, to comply with the obligation to submit the eMV under the traditional scheme (physical paper) or through electronic transmission through Mexico’s Single Window for Foreign Trade (VUCEM by its acronym in Spanish)
BDO Mexico suggests that importers and their customs broker coordinate to establish orderly processes to successfully transmit the eMV into the VUCEM on June 1st, 2026.
